A New Benchmark for Social Housing at North Coogee

At PARC Developments, we are driven by the belief that safe, secure, and affordable housing should be accessible to everyone. We’re proud to introduce our latest project: a $23.54 million social housing development in North Coogee, set to deliver 38 new homes for Western Australians who need them most.

This project—located on Reinforcement Parade in the heart of the vibrant Shoreline estate—reflects a unique partnership with the Western Australian Department of Housing and Works, the Albanese and Cook Labor governments, our builder partners at Tyrone Group and architects, Harris Jenkins Architects. Supported by the Commonwealth’s Social Housing Accelerator Payment (SHAP) fund, we’re working together to increase WA’s social housing supply at a time of unprecedented demand.

What Makes This Project Stand Out?

  • 38 residences: 12 one-bedroom, 24 two-bedroom, and 2 studio apartments

  • First use of commercial prefabrication masonry in Australia, enabling faster, sustainable construction

  • Prime location—steps from the beach, transport, and Fremantle’s lifestyle and employment opportunities

  • Completion anticipated September 2026

Our approach has always been shaped by sustainability, community engagement, and design excellence. This project is guided by these values—aiming to set a new standard in affordable, urban infill housing. Upon completion, an experienced Community Housing Provider will deliver ongoing property and tenancy management, ensuring long-term success for residents and the wider community.

Why North Coogee?
The location balances coastal living with quick connections to Fremantle and greater Perth, making it ideal for families, individuals, and key workers alike. Access to recreation, public amenities, and growing community infrastructure underpins this project’s capacity to promote social inclusion and well-being.

Media and Government Recognition
Officially launched on 1 July 2025, this initiative is attracting significant attention as part of a broader government commitment to social and affordable housing across WA:

  • “The $23.54 million investment from the Albanese Government through its Social Housing Accelerator Payment fund will deliver 38 more social homes in North Coogee. This is a great result from private industry and different levels of government working together…” — WA Housing Minister John Carey

  • “These 38 properties will mark a new chapter for people seeking an affordable, safe and secure home. North Coogee has a lot to offer…” — Fremantle MP Josh Wilson

Precision Construction System

PARC’s construction partner, Wangara based Tyrone Group, is utilising several innovative construction methods in order to reduce construction time and cost, all the while ensuring the development meets the strong architectural brief developed by Harris Jenkins Architect.

Precision Construction System uses modern construction techniques in which approximately 75% of the building elements, such as walls, floors, stairs, and bathroom modules are manufactured off-site, then transported and assembled on-site.

The key advantages are that buildings can be completed in roughly half the time of traditional construction, while achieving much higher quality standards. This is because all building components are produced under strict quality control conditions.”, Tyrone Group Director, Alistair Adams
